The boom in Dubai's reidential property began in May 2002 when the crown prince of Dubai, Sheikh Mohammed bin Rashid Al Maktoom, issued a judgment allowing foreigners to buy property with freehold ownership. The purchase of property can be registered in the owner's name for the first time, with the seller granting ownership for an indefinite period. Therefore the owner have the rights to sell, rent or lease the property at his discretion.
